A film epigram about the British Empire upon which, it was said, the sun never set. This is a waggish history, culled from archival film footage. What gives the film its wit is the constant riposte between picture and word--between what the film shows of the formative days of the Empire, and what famous servants of the Empire say about the institution that was and is.
