68-year-old Frank Piccolo, suffering from dementia and Parkinson's, was brutally attacked by a fellow resident in a Toronto long-term care facility. The police determined that no charges would be laid against the attacker because she also had dementia. It is estimated that there are more than 10,000 resident-on-resident altercations in a year with no apparent justice for helpless victims. Are nursing homes dangerously understaffed? Two personal support workers say they are and how there's no guarantee seniors won't be harmed.
