Ex-Boston cop J.W. Jackson finds time for lazy afternoons at the beach with his wife, Zee, and the kids while summering at the Vineyard. Things are not so idyllic, however. A teenage girl has already drowned, and a group of cyclists, led by irascible environmentalist Henry Highsmith, fervently oppose any new construction, including plans for a new golf course. .
